The Concept of Parity

Civil rights objectives of a plan of work help you progress toward parity, which is the point at which participation of under-represented minorities or women / men in your program reflects the groups' proportionate representation in the population of potential recipients. The U.S. Department of Agriculture defines achievement of parity as when participation of such groups in a program is 80% or more of their proportion in a potential audience. So, if an under-represented group is 50% of your potential audience, you have technically achieved parity when participation of that group is 40% (50% X 80% = 40%).
